Trucker Tales Daily: ELP Rule, Trailer Duties, Blitz Alerts & Megachargers (Oct. 13, 2026)
🗣️ English Proficiency Out-of-Service Rule: Comment Period Closed
The comment window on FMCSA's August proposal to put drivers who can't meet English-proficiency standards straight out of service closed Oct. 9 with more than 2,000 submissions. OOIDA, signed by President Todd Spencer, filed comments backing the rule, arguing there is "no margin for error on the road." According to Land Line, CVSA stopped issuing ELP out-of-service orders around 2014, then reversed course in 2025 after OOIDA petitioned. FMCSA says more than 26,000 drivers have been parked for ELP violations since.
The new rule would write that practice into federal enforcement. Land Line says the large majority of comments came from truck drivers. Nothing changes on the road today; the agency now reviews the comments and decides how to proceed.
What it means for you: Expect ELP checks to stay a roadside fact of life, and dealers should be ready for first-time buyers asking how the rule affects hiring and operating plans.

🏭 Chinese Van Trailer Duties About to Go Final
Land Line reports tariffs on Chinese-made van trailers and subassemblies are set to become final after the ITC found on Sept. 25 that the imports harmed domestic manufacturers. Commerce set a China-wide antidumping rate near 130% in late August and raised the countervailing duty on Chinese makers from about 82% to nearly 135%, roughly 265% combined. The case was brought by the American Trailer Manufacturers Coalition, whose members include Great Dane, Stoughton and Wabash.
Investigations into Mexican and Canadian trailers remain open with preliminary duties in place. Mexican imports, including Hyundai and Utility Trailer, face both antidumping and countervailing duties; Canadian imports face antidumping only since the subsidy case was withdrawn.
What it means for you: Trailer buyers and dealers should watch pricing and availability on imported units and get quotes in writing.

🚔 'Wicked Safe' Blitz Hits New England Oct. 13–15
Land Line reports the three-day campaign runs in Massachusetts, Connecticut, New Hampshire, Rhode Island and Vermont, focused on aggressive driving, speeding and distracted driving per a Massachusetts State Police release. A 2025 AAA study cited in the article found 96% of drivers admit to at least one aggressive behavior in the past year, with 15% naming 18-wheelers as likeliest to speed versus 56% for sports cars.
The article also cites research estimating 70 to 85% of big-truck crashes aren't the trucker's fault, and 2025 inspection data showing the most common violations were failing to obey traffic control devices, speeding 6 to 10 mph over, and lane restriction violations.
What it means for you: Keep logs, lights and lanes clean through New England for the next three days.

😴 Washington Troopers Target Fatigued Drivers on I-5
The Washington State Patrol Commercial Vehicle Division began fatigue enforcement Oct. 7 on I-5 between mile markers 100 and 111 in Thurston County, with more operations set for Oct. 22, Nov. 3, Nov. 24, Dec. 2 and Dec. 15. NHTSA data cited by Land Line ties fatigued driving to nearly 650 traffic deaths in 2024.
During CVSA's Operation Safe Driver Week in July, officers across 36 states, seven Canadian provinces and Mexico logged more than 8,000 driver interactions and issued nine warnings and six citations for ill or fatigued driving. Trooper Kameron Watts is fronting the campaign.
What it means for you: Plan rest stops ahead of those mile markers and dates.

⚡ Tesla and Pilot Open Two New Semi Megachargers
Trucking Dive reports Tesla and Pilot opened Megachargers in Ellabell, Georgia, and Tulare, California, with four to eight heavy-duty stalls along corridors like I-5 and I-10. Tesla says Megachargers deliver up to 1.2 megawatts, recovering a 60% charge in 30 minutes, versus up to 250 kilowatts for its passenger Superchargers.
Per Tesla's map, only one other Megacharger is open in Georgia and two in Southern California, with dozens more planned for California and Texas. Pilot's Shannon Sturgil said the sites make fleet electrification "a more accessible option for long-haul transportation."
What it means for you: Dealers on those corridors have a new talking point; owner-ops should track it rather than plan routes around it yet.
